General assessment:
In contact with water or wet material, particularly in the physiologically relevant pH range, target chemical TiOSO4 hydrolyses rapidly and completely to final hydrolysis products titanium dioxide and sulphuric acid. In aqueous medium TiOSO4 only exists in coexistence with sulphuric acid. The toxicity of TiOSO4 therefore is mainly driven by the caustic action of H2SO4 that is formed upon hydrolysis. Due to this hydrolytic instability and the chemical nature of the hydrolysis products sulphuric acid and TiO2 (solid particles), systemic exposure is negligible.
Dermal exposure:
As TiOSO4 in aqueous medium can only (1) exist in coexistence with sulphuric acid, and (2) during the process of hydrolysis final hydrolysis product H2SO4 is being formed in equimolar quantities, target chemical titanium oxide sulphate is being classified as skin corrosive. Based on the equimolar release of sulphuric acid when target chemical titanium oxide sulphate is being hydrolysed, aqueous solutions containing TiOS4 ≥ 15% are to be classified as skin corrosive as well, while TiOSO4 solutions < 15% but ≥ 5% are to be classified as irritant. Dermal load therefore has to be considered as unlikely, but assuming that it occurs the user will have reacted on the burning/itching skin sensation and will automatically start using protective gear. The corresponding risk management measures to be implemented are supposed to be adequate to cover a potential risk of local dermal toxicity effects. Diluted, irritating sulphuric acid will have no effect on systemic toxicity.
Inhalation exposure:
Derivation of inhalation DNELs therefore not considered as relevant, based on the properties and use of the substance.
Assessment of final hydrolysis products:
Due to the hydrolytic instability of target chemical TiOSO4, concerning long-term exposure scenarios the assessment of the final hydrolysis products TiO2 and H2SO4 should to be considered as well. For these hydrolysis products own registration dossiers exist, and the corresponding DNELs can be found there.

Due to the hydrolytic instability exposure of the general public to TiOSO4 is not possible. If ever, the general public only can be exposed to the hydrolysis products which are sulphuric acid and TiO2 particles. For these substances own registration dossiers exist and corresponding DNELs can be found there.
