A test substance is considered an oxidizing substance when a of the substance and cellulose in a 1:1 ratio (by mass) spontaneously ignites or the mean pressure rise time of the mixture is less than or equal to mean pressure rise time of a 1:1 reference mixture (by mass) of 65% aqueous nitric acid and cellulose.

Though exact composition is unknown, it is expected that the compounds present in the test substance do not contain groups that might act as an oxidizing agent. The oxygen atoms that are present in the various compounds are chemically bonded to carbon or hydrogen.
