Justification:

This substance is not PBT or vPvB because:

It is hydrolytically unstable with half-life less than 10 minutes at 25 deg. Celsius. The main degradation products (2 -methylpropanol (IBA) and ethyl acetoacetate; EAA) are readily biodegradable and both of the degradation products are non-toxic to aquatic environment. This substance is considered as readily degradable and not P/vP.

This substance is not having bioaccumulation (not a B or vB) potential as the main degradation products are readily biodegradable and not persistent (log Kow of 0.76 for IBA and 0.25 for EAA). In addition, third degradation product (hydrated titanium dioxide) is poorly absorbed and retained by both animals and plants (WHO 1982).

This substance is not toxic (T) as the lowest measured aquatic toxicity values, the 72h-NOEC (growth rate) to Pseudokirchneriella subcapitata; 100 mg /l (target substance) and the 21-d NOEC (reproduction) to Pseudokirchnerella subcapitata, 4 mg/l (degradation product; 2 -methylpropanol), are greater than 0.01 mg/l. There is also enough evidence on the cleavage products not being classified as mutagenic, toxic to reproduction,carcinogenic and not possessing toxicity to specific target organ after repeated exposure.

Likely routes of exposure:

The direct exposure to aquatic or terrestrial compartment is unlikely based on the exposure scenarios (see section 9&10 of CSR). Since the target substance is highly hydrolytically unstable, use of water is avoided in the use applications, there is no emissions to a sewage treatment plant (STP). Emissions to air are related to the most volatile degradation product; 2 -methylpropanol.
