A water solubility ranging from 2100 mg/l to 4600 mg/l is reported by Horvath et al (1999)

The review of the existing data for the solubility of HCFC 123 in water was performed by Horvath et al (1999). The reviewers retrieved two independent determination of water solubility at 25 °C: 4600 mg/l (DuPont, 1966) and 2100 mg/l (Sukornick, 1989).
Horvath et al. noted that it was not possible to determine which value is more reliable and to explain the discrepancy of the two determinations. A minimal water solubility 2100 mg/l is considered for HCFC 123
