Description of key information

In accordance with section 1 of REACH Annex XI, the study on
a) pyrophoric properties does not need to be conducted as due to experience in production and handling, the substance is known to be stable at room temperature .
b) flammability in contact with water does not need to be conducted, as the substance contains no metals or metalloids and therefore will not release flammable gases in contact with water.
c) flammability does not need to be conducted, as the substance is liquid and the primary ease of ignition is the flash point. Therefore, the hazard of flammability is described by the flash point.

d) self-heating behaviour does not need to be conducted, as the substance is liquid at 20°C and has a melting point < 160°C and is completely molten up to this temperature. Therefore, the substance has no self-heating behaviour.

Additional information

It is discussed in the European Union Risk Assessment Report of TCPP that, based on the known chemical and physical properties of the substance and its chemical structure, negative results are predicted for the following flammability test of Commission Directive 84/449/EEC, hence it is considered justified to omit: Method A.12 Flammability in contact with moisture. In contact with water or damp air, this substance will not react to produce hazardous gases.

Concerning the pyrophoric properties, the substance is used as a flame retardant, and does not support combustion. In a fire, the mechanism of action of the flame retardant is primarily one by which phosphorus interferes with the combustion process, in the solid and gas phases, to produce a 'char' via formation of phosphoric acid. This char acts as a barrier and in turn prevents further oxygen reaching the site of combustion and the fire is 'starved' of fuel. The presence of the halogen chlorine atoms also aids this process in that they scavenge free radicals formed in the gaseous phase of the fire and consequently decreases the release of flammable volatiles.

Justification for classification or non-classification

TCPP is not extremely flammable or flammable as referenced by the flash point.


The substance is not flammable in contact with water and has no pyrophoric or self-heating properties.
