- In accordance with Annex I, part 2, section 2.11 of the CLP regulation 1272/2008 a study on self-heating behaviour does not need to be conducted, as m-Toluidine is a liquid. This class is only applicable to solid materials, as in general, liquids are not classified as self-heating since the phenomenon applies only to solids and the test method is not applicable to liquids. Additionally, substances with a low melting point (< 160 °C) should not be considered for classification in this class since the melting process is endothermic and the substance-air surface is drastically reduced. However, this criterion is only applicable if the substance or mixture is completely molten up to this temperature. As m-Toluidine is liquid at 20°C and has a melting point of -31 °C, classification for this class can be ruled out.

- In accordance with section 1 of REACH Annex XI, a study on pyrophoric properties does not need to be conducted as it is scientifically unjustified. According to the additional classification considerations in CLP Annex I, 2.9.4 and 2.10.4, the classification procedure for pyrophoric solids or liquids need not to be applied as experience in manufacture and handling shows that the substance does not ignite spontaneously on coming into contact with air at normal temperatures, i. e. the substance is known to be stable at room temperature for prolonged periods of time. Based on experience during handling and use of m-Toluidine, no pyrophoric properties were observed and the structure does not give a reference to pyrophoric properties.

Description of key information
a) Flammability on contact with water
Testing for flammability on contact with water does not need to be conducted as the substance contains no metals or metalloids and therefore will not release flammable gases in contact with water.
b) Pyrophoric properties
Testing for pyrophoric properties does not need to be conducted as it is scientifically unjustified. Based on experience during handling and use, no pyrophoric properties were observed and the structure does not give a reference to pyrophoric properties.
c) Self-heating properties
This class is only applicable to solids. As the substance is liquid at 20°C and has a melting point < 160°C and is completely molten up to this temperature, the substance has no self-heating behaviour.
d) Organic peroxide
In accordance with part 2, section 2.15 of Annex I of the CLP Regulation 1272/2008, the substance does not need to assessed for organic peroxid properties, as based on its chemical structure, m-Toluidine is not an organic peroxide.

Justification for classification or non-classification
m-Toluidine is not flammable, it has no pyrophoric properties, no flammability in contact with water, is not a self-heating substance, is not an organic peroxide; and hence no classification according to both Directive 67/548/EEC and GHS (Regulation EC 1272/2008) is required.
