SND 919 Thiazol (Precursor 1) can be considered as "not highly flammable".
Executive summary:

The flammability of SND 919 Precursor 1 (Thiazol) was determined by forming an uninterrupted pile of approx. 250 mm length on an inert plate. Ignition was attempted using the flame of a Bunsen burner. No ignition of the test item could be observed. No fume was seen. When removing the gas burner, no combustion could be observed at all. The determination was performed twice with identical results.

SND 919 Precursor 1 (Thiazol) can be considered as "not highly flammable".
