Flammable liquids
The test on the flammability (Regulation (EC) No 440/2008 method A.10) was not performed as the test item is a liquid. For liquids the primary value for ease of ignition is the flash point conducted using Method A9 ‘Flash Point Method’ of Council Regulation (EC) No 440/2008. The result of the Flash Point test is used to allocate a liquid substance into the appropriate flammability class. The test item has a flash point of 63.5 °C. Thus, the substance is not regarded as flammable liquid, since the flash point is above 60 °C.
Flammable gases
The test item is a liquid at ambient conditions. This hazard class is only applicable for gases. Thus, the substance was not considered for classification as flammable gas.
Flammable solids
The test item is a liquid at ambient conditions. This hazard class is only applicable for solids. Thus, the substance was not considered for classification as flammable solid.
Flammable Aerosols
Section 2.4.2 of Guidance on the application on the CLP Criteria state as follows: “Aerosols, this means aerosol dispensers, are any non-refillable receptacles made of metal, glass or plastics and containing a gas compressed, liquefied or dissolved under pressure, with or without a liquid, paste or powder, and fitted with a release device allowing the contents to be ejected as solid or liquid particles in suspension in a gas, as a foam, paste or powder or in a liquid state or in a gaseous state." Thus, as the substance does not meet the definition for aerosol, the test for aerosols was waived. Consequently the substance has not to be considered for classification for this hazard class.
Pyrophoric properties of liquids
In accordance with section 2.9.4 Annex I of Regulation (EC) No 1272/2008 and ECHA guidance on the application of CLP Criteria section 2.10.4.2 the classification procedure for pyrophoric liquids need not to be applied when experience in manufacturing or handling shows that the substance or mixture does not ignite spontaneously when coming into contact with air at normal temperatures. Based on the experience in handling and use the substance is not known to ignite spontaneously when coming into contact with air at normal temperatures. Thus, no study was conducted.
Pyrophoric solids
The test item is a liquid at ambient conditions. This hazard class is only applicable for solids. Thus, the substance was not considered for classification as pyrophoric solid.
Self-heating substances and mixtures
In accordance with ECHA guidance on the Application of the CLP Criteria section 2.11.4.2 and ECHA guidance on IR/CSA chapter R.7a section R7.1.10.7,substances with a low melting point (< 160 °C) should not be considered for classification in this class since the melting process is endothermic and the substance-air surface is drastically reduced. The study on self-heating properties has not to be conducted as the melting point of the test substance is far below 160 °C (-60 °C at 101325 Pa) and the substance is completely moltenup to this temperature.
Key study: Substances which in contact with water emit flammable gases
The study for substances which in contact with water emit flammable gases was carried out according to GLP and the described test method of the UN recommendations on the transport of dangerous goods, Manual of Test Criteria, Part III, Test N.5 which equals with the test procedure according to the regulation (EC) No. 440/2008, Annex A. 12 and the regulation (EC) No 1272/2008.
The ability of a substance to emit flammable gases with water is tested by bringing it into contact with water under a variety of conditions. The substance is tested according to a step by step sequence. If ignition occurs at any step, no further testing is necessary.
The test substance does emit highly flammable gases (dimethylether (1.2 % w/w)) in contact with water, but less than 1 L/kg/h.
Therefore, the test substance has not to be classified to substance which in contact with water emit flammable gases.
In conclusion, the substance does not have to be considered as flammable solid, gas or liquid, flammable in contact with water, flammable aerosol, pyrophoric solid, pyrophoric liquid or self-heating substance.
Justification for classification or non-classification
Classification, Labelling, and Packaging Regulation (EC) No 1272/2008
Based on described properties of the substance and the experimental test data which are reliable and suitable for classification purposes under Regulation (EC) No 1272/2008, as amended for the tenth time in Regulation (EU) No 2017/776, the substance is not considered to be classified as flammable liquid, substance which in contact with water emit flammable gases and pyrophoric liquid. Furthermore, as the substance is a liquid classification to pyrophoric solid, self-heating, flammable gas and flammable aerosol is not applicable.
