According to REACH legistion Annex VII section 7.13 column 2 "the study does not need to be conducted if ...the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms). MCAM is and organic substance where the chlorine atom is bound to C only and teh N-atom is bound to C (and two H). The oxygen of MCAM is bound to C only. Based on the structure of MCAM, MCAM is considered according to section 7.13 column 2 as having no oxidizing properties. This is in line with the examples for chemical groups associated with oxidising properties as given in Table R.7.1-29 Chemical groups associated with oxidising properties (page 140) in the Guidance on information requirements and chemical safety assessment Chapter R.7a: Endpoint specific guidance (May 2008).
