This was achieved by reviewing the molecular structure (functionality) of the registered substance and its minor constituents and by referring to relevant regulation to develop a screening procedure, namely the Registration, Evaluation, Authorisation & Restriction of Chemicals (REACH) Regulation (EC) No 1907/2006 and the Classification, Labelling and Packaging (CLP) Regulation (EC) No 1272/2008.

- Executive summary:
An expert assessment was performed to examine the molecular structure and functionality of 2-butoxyethyl methacrylate and its minor constituents: 2-butoxyethanol, ethylene dimethacrylate, butyl methacrylate, and 4-hydroxyanisole. The purpose of this evaluation was to determine whether 2-butoxyethyl methacrylate contained oxidising properties. The CLP Regulation (EC) No 1272/2008 and REACH Regulation (EC) No 1907/2006 were referred to in order to establish a screening procedure to assess oxidising potential. 2-Butoxyethyl methacrylate was found to contain three oxygen atoms. However, as these are securely bound to carbon the registered substance is not considered as conferring oxidising properties. Of the minor constituents, ethylene dimethacrylate and butyl methacrylate are structurally related to 2-butoxyethyl methacrylate and, therefore, do not contain chemical functionality associated with potential oxidising properties. 2-Butoxyethanol and 4-hydroxyanisole contain oxygen atoms that are bound to carbon and hydrogen and, therefore, they need not be considered as conferring oxidising properties. No constituent contains fluorine or chlorine atoms. It can be concluded that the registered substance, 2-butoxyethyl methacrylate, is not expected to possess oxidising properties and does not require classification as an oxidising agent (CLP Regulation (EC) No 1272/2008).
