Description of key information
The test substance was regarded as non flammable, non flammable in contact with water, not pyrophoric, not self-reactive substance, not self-heating substance.

Flammability solid
No study with the solid test substance was conducted as the substance is only manufactured, formulated and used as 50% aqueous solution. Thus, a flashpoint test was conducted instead revealing a flash point of above 100 °C. (see IUCLID section 4.11)
pyrophoric properties
In accordance with section 2.9.4 Annex I of Regulation (EC) No 1272/2008 and ECHA guidance on the application of CLP Criteria section 2.10.4.2 the classification procedure for pyrophoric need not to be applied when experience in manufacturing or handling shows that the substance or mixture does not ignite spontaneously when coming into contact with air at normal temperatures. Based on the experience in handling and use morpholinium sulphamate is not known to ignite spontaneously when coming into contact with air at normal temperatures. Thus, no study was conducted.
Flammability in contact with water
In accordance with column 2 of REACH Annex VI and with Regulation (EC) No 1272/2008 Annex I section 2.12.4.1 The classification procedure for this hazard class need not be applied if:
a) The chemical structure of the substance or mixture does not contain metals or metalloids; or
b) Experience in handling and use shows that the substance or mixture does not react with water, e.g. the substance is manufactured with water or washed with water; or
c) The substance or mixture is known to be soluble in water to form a stable mixture.
Based on the experience in handling and use the substance does not react with water and in addition the test substance morpholinium sulphamate is not pyrophoric . Thus, no study was conducted.
self-reactive substance
In accordance with section R.7.1.10.4 ECHA guidance IR/CSA chapter R.7a, section 2.9.1 ECHA guidance on the application of CLP criteria and UN-MTC section 5.1 appendix 6 the test for self-reactive substances was waived.
The test item does not contain any functional groups quoted in ‘UN Manual of Tests and Criteria’ (fourth revised edition, appendix 6, table A 6.1 and A 6.2) or Bretherick’s – Handbook (6th Edition, Volume 2, p 128 ff) which may indicate explosive or self-reacting properties. Therefore, it can be concluded by expert judgment that the test item does not meet the criteria for self-reactive substances, Thus no classification procedures for self-reactive substances was required.
self heating substance
In accordance with ECHA guidance on the Application of the CLP Criteria section 2.11.4.2 and ECHA guidance on IR/CSA chapter R.7a section R7.1.10.7 the test does not to be conducted as in general liquids are not classified as self-heating since the phenomena applies only to solids and the test method is not applicable to liquids according to guidance on the Application of the CLP Criteria section 2.11.4.2. Morpholinium sulphamate is only manufactured and handled as 50% aqueous solution. Thus, no study was performed.
Justification for classification or non-classification
Based on the study results, the molecular structure and experience in handling and use, the substance was not classified and labelled as flammable, flammable in contact with water, pyrophoric, self-reactive substance, self-heating substance and organic peroxide according to Directive 67/548/EEC (DSD) and Regulation (EC) No 1272/2008 (CLP).
