According to CLP criteria the substance is considered non-flammable as the flash point is > 60 °C and the boiling point is > 180 °C.
Executive summary:

In accordance with the Guidance on Information Requirements and Chemical Safety Assessment - Chapter R.7a: Endpoint specific guidance, section R.7.1.10.2, a "Flammable liquid means a liquid which may form flammable/explosive vapour-air mixtures. Within the CLP Regulation ‘Flammable liquid’ means a liquid having a flashpoint of not more than 60°C. [...] Flammable liquids are classified in three categories according to the criteria of the CLP Regulation (see CLP Annex I, section 2.6, table 2.6.1) based on their boiling point and their flash point."  As the flash-point of the test item (CAS 34451-19-9) is > 60 °C and the boiling point is reported to be > 180 °C at 1013 hPa, the substance is considered non-flammable according to CLP criteria.

Description of key information

Flammable liquids are classified in three categories according to the criteria of the CLP Regulation (see CLP Annex I, section 2.6, table 2.6.1) based on their boiling point and their flash point."  As the flash-point of the test item (CAS 34451-19-9) is > 60 °C and the boiling point is reported to be > 180 °C at 1013 hPa, the substance is considered non-flammable according to CLP criteria. Therefore, no study for flammability has to be conducted for butyl-(S)-lactate.
