3-chloropropene is classified as a highly flammable liquid.

3 -chloropropene is a liquid with a flash point of -32 °C and a boiling point of +45 °C and therefore fulfills the criteria for classification as R11 "highly flammable liquid".
Furthermore the upper and lower explosiveness limits are in several handbooks consistently reported to be at 2.9 -3.3 and 11.1 -11.2%, respectively. These data basically even would suggest a classification as R12 "extremely flammable gas". However -based on the boiling point and the vapour pressure of the test item- it can be assumed that said explosion limits (i.e. a certain potential of the test item to form explosive vapour/air mixtures) apply to elevated temperatures only, which are a relevant issue e.g. for fire fighting measures. For classification purposes under DSD or GHS/CLP the properties of the test item at normal ambient temperatures are relevant, and under these conditions 3-chloropropenes is not an “extremely flammable gas”. Therefore 3-chloropropene shall be classified as “highly flammable liquid” (R11), which is consistent with the corresponding GHS/CLP classification H225 “highly flammable liquid and vapour”.
Justification for classification or non-classification
Based on the discussion above, 3 -chloropropene is a highly flammable liquid R11 acc. to the old European DSD classification system.
In the new GHS/CLP classification system, the classification "Flammable Liquid Category 2" applies, H225 "highly flammable liquid and vapour".
