Description of key information
According to the registrant's own experimental data, MMAN in aqueous solution has explosive properties, increasing with the concentration.

As a dry substance, methylamine nitrate is well known for its explosive properties. This is the reason why MMAN is kept in aqueous solution, to suppress the explosiveness. However, above the concentration 86% in water, the substance is very likely to have explosive properties, which explains the importance to keep it under this limit concentration (and avoid tests that could evaporate water or change the concentration as acute toxicity oral, dermal application, ...).
Justification for classification or non-classification
According to Section 2.1.4.1 "Additional classification considerations" of Regulation (EC) 1272/2008 and the description of MMAN in the above discussion, the substance is likely to be labelled as: EUH001 "Explosive when dry".
