Description of key information

Due to the chemically reducing conditions during the production process (smelting process), it can be inferred that metals in the slag might not be present in their chemically highest oxidation state. Since the chemically reducing conditions prevent the formation of metals in their highest oxidation (and therefore partially most reactive) state, oxidising properties can therefore be excluded in the case of slags, tin-smelting. 
Metals are expected to be present in the slag in form of mixed oxides. A cross-check with data on oxidising properties of the oxides of the metals which can be found in slags, tin smelting published on ECHA´s website for registered substances showed that none of the metals/metal oxides which can be expected to be present in slags, tin smelting has been identified and classified as an oxidising substance.
Against this background, performance of a study to determine the oxidising properties of slags is considered to be not scientifically justified under Regulation 1907/2006 (REACH).
