- Justification:
The criteria given in the “Guidance on information requirements and chemical safety assessment, chapter R.11: PBT Assessment” (ECHA, 2017) are used to decide if the substance fulfils the PBT or vPvB criteria.
Persistency
The substance is considered as potentially P and vP. Based on all available data (screening information), ammonium undecafluorohexanoate (CAS 21615-47-4) is not considered to be readily biodegradable. Moreover, the chemical structure of the substance does not allow for a significant degradation in the environment.Bioaccumulation
Available data give a clear indication that ammonium undecafluorohexanoate (CAS 21615-47-4) has a low potential for bioaccumulation. None of the available studies indicate accumulation in analysed fish tissue (carcass, liver, blood). Perfluorohexanoic acid could not be detected in fish tissues. Thus, the BCF is clearly below 2000 and 5000 and the substance is not considered to meet to B and vB criterion. Please refer to IUCLID section 5.3 for a detailed discussion of available data.Toxicity
Long-term toxicity data are available for ammonium undecafluorohexanoate (CAS 21615-47-4) for fish and aquatic algae. The chronic effect concentrations are clearly > 0.01 mg/L and no acute toxicity was recorded in the available studies up to a concentration of 100 mg/L. Moreover, the substance is not classified as H350, H340, H372, H373, H350i, H360 and/or H361. Thus, the substance does not meet the T-criterion.In conclusion the substance is not considered to be PBT/vPvB.
