According to REACh Annex VII / column 2, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure.
Based on criteria from:
- Regulation (EC) N°1272/2008 (CLP) Annex I, §2.13.4./2.14.4.,
- ECHA endpoint specific guidance on Information Requirements (R.7a, v6.0, July 2017, §R.7.1.13), the structure of the substance contains oxygen and fluorine, but these elements are chemically bonded only to carbon and/or hydrogen (especially not bonded to nitrogen or other oxygen).

- Executive summary:
EU Method A.17. – The oxidising properties of the test item were determined using a procedure designed to be compatible with Method A.17., Oxidising Properties (Solids), of Commission Regulation (EC) No 440/2008 of 30 May 2008.
Following a preliminary test, test item mixtures (consisting of 10 to 90 % weight of test item to cellulose in 10 % increments) and a reference mixture (60 % weight of dried barium nitrate and 40 % weight of the sieved and dried powdered cellulose) were prepared. Each mixture was filled in the mould prescribed by the guideline. After dropping the mould once from a height of 2 cm onto a solid surface, the remaining excess of substance was scraped off. A non-combustible, non-porous and low heat-conducting base plate was then placed on the top of the mould, the apparatus was inverted and the mould was removed.
One end of the pile was ignited by touching with the flame. The time of reaction over a distance of 200 mm was measured after the reaction zone has been propagated an initial distance of 30 mm. The test was performed six times with the reference mixture and at least once with each one of the sample mixtures. The test was repeated five times for the three sample mixtures which had the shortest burning time.
In all tests performed, the maximum burning rate of the test item mixtures was determined to be below the determined highest burning rate of the reference mixture.
The test item cannot be categorised as an oxidiser under A17 test conditions.

Data Evaluation:
The relative standard deviation of each performed six fold determination is ≤ 10 %. The highest burning rate within a run of six tests of a given mixture is relevant for evaluation. The determined maximum burning rate of the sample mixtures is compared with the highest burning rate of the reference mixture. A graph of the highest value of burning rate for each mixture versus the oxidizer concentration is plotted. From the graph the maximum burning rate is taken.
Definitions and Units:
Burning time: Reaction time, in seconds, taken for the reaction zone to travel along a pile.
Burning rate: Length of the reaction zone divided by the burning time, expressed in millimetres per second.
Maximum burning rate: The highest value of the burning rates obtained with mixtures containing 10 to 90 % (w/w) by weight of oxidiser.
Highest burning rate: The highest value of the burning rates obtained by a six-fold determination.
Preliminary Test:
No vigorous reaction was observed. The test item cellulose mixture burned when being in contact with the flame after 5 s ignition time at the tip and surface of the cone. A train test had to be performed.

Based on chemical structure, no critical bond with O and F atoms associated with oxidising properties was identified, which exempts for further testing according to CLP requirements.
Nevertheless, a full test according to previous Directive 67/548/EEC 'DSD' requirements (EU Method A.17.) is also available:
Following a preliminary test, test item mixtures (consisting of 10 to 90 % weight of test item to cellulose in 10 % increments) and a reference mixture (60 % weight of dried barium nitrate and 40 % weight of the sieved and dried powdered cellulose) were prepared. In all tests performed, the maximum burning rate of the test item mixtures was determined to be below the determined highest burning rate of the reference mixture.
This supports the lack of oxidising potential.
Justification for classification or non-classification
The substance fulfills the Regulation (EC) No 1272/2008 (CLP) exemption criteria, therefore no further testing is required, and it is NOT classified as an oxidising solid.
