Justification:

Substance decomposes rapidly in water.  Hydrolysis products are CO2, water and secondary butanol.  CO2 and water are naturally occurring and ubiquitous. Secondary butanol has a low log Pow of 0.6  and is not classified for aquatic toxicity. It is not therefore  bioaccumulative (not PBT or vPvB) and does not harm the the environment.   Hydrolysis is therefore a viable mechanism for degradation of di-sec-butyl-peroxydicarbonatein the environment, providing a rapid means of removal of and production of harmless by products. Hence, sec-butyl peroxydicarbonate, poses no significant harm to humans and the environment.
