No experimental data are available for RAV 7MC (EC700 -742 -1). A read-across approach is intended to the substance RAV 7AT (diallyl 2,2'-oxydiethyl dicarbonate; CAS 142-22-3; EC 205-528-7). Furthermore, about 53 % of RAV 7MC (EC 700-742-1) consists of components that can be found in RAV 7NG (EC 700-483-4). About 60 % of RAV 7NG (EC 700-483-4) in turn consists of components that can be found in the commercial ADC grades known as RAV 7AT, Nouryset 200 and CR39. Merely from comparing the similar production processes of these substances it is apparent that RAV 7AT, RAV 7NG and RAV 7MC are closely related to each other. Finally, it can be assumed that the physical-chemical, environmental toxicological and ecotoxicological properties of RAV 7MC and RAV 7AT will be very similar and as conclusion, the read-across is justified.

The toxicity of the read-across compound ‘diallyl 2,2'-oxydiethyl dicarbonate’ (EC 205-528-7) to aquatic organisms (fish, invertebrates and algae) has been investigated according to a number of relevant guidelines under GLP and non-GLP conditions. The results of these studies indicate that ‘diallyl 2,2'-oxydiethyl dicarbonate’ (EC 205-528-7)is harmful to aquatic organisms. No long-term toxicity data are available neither for the target nor for the read-across substances. The hazard assessment is therefore based upon the available short-term results.

Fish

An acute toxicity test was conducted for the test substance 'Reaction mass of bis[2-(2-{[(prop-2-en-1-yloxy) carbonyl]oxy}ethoxy) ethyl] carbonate and diallyl 2,2'-oxydiethyl dicarbonate' (EC 700-483-4)' to Rainbow Trout (Oncorhynchus mykiss) under GLP compliance and in accordance to EU Method C.1 (Boettcher and Wydra, 2009). The 96-hour LC50 was determined to be 1.362 mg test item/L based on nominal concentrations.

Supporting data are available from two adequate fish toxicity tests (Sousa, 1982; Ward, 1982). The 96-hours LC50 values for freshwater (Lapomis macrochirus) and saltwater (Cyprinodon variegatus) fish are 0.57 mg/L and 0.707 mg/L, respectively.

Aquatic invertebrates

Acute toxicity of ‘diallyl 2,2'-oxydiethyl dicarbonate’ (EC 205 -528 -7) to aquatic invertebrates was investigated to Daphnia magna (Suprenant et.al., 1982) and Mysidopsis bahia (mysid shrimp; Ward, 1982). The LC50(48h) of 18 mg/L was reported for daphnids, as representatives of freshwater, whereas an EC50(96h) value of 70.7 mg/L was reported for the saltwater shrimp, respectively. Both experiments were conducted under static conditions.

Aquatic algae

The acute toxicity to freshwater and saltwater algae were investigated with ‘diallyl 2,2'-oxydiethyl dicarbonate’ (CAS142-22-3). The No Observable Effect Concentration (NOEC) was found as 10 mg/L for the freshwater algae Selenastrum carpicornutum (Maziarz, 1983a). For the saltwater algae Skeletonema costatum the NOEC was found at 10 µL/L (Maziarz, 1983b), both results were based on cell numbers after a duration of 96 hours.

Aquatic microorganims

The toxicity effects on microorganisms were tested on 'diallyl 2,2'oxydiethyl dicarbonate' (CAS 142-22-3) under GLP conditions according to OECD 209 activated sludge respiration inhibition test (Youngs, 2010). The effect of the test item on the respiration of activated sewage sludge gave a 3 hour EC50 of 130 mg/L.
