Seven new substances added to the Candidate List, entry for bisphenol-A updated

ECHA has added seven new substances to the Candidate List of substances of very high concern (SVHC) and updated the entry for bisphenol-A (BPA) following the SVHC identification process.
The BPA entry was updated to reflect an additional reason for inclusion due to its endocrine disrupting properties causing adverse effects to the environment.

The Candidate List of substances of very high concern for authorisation now contains 181 substances.

Take four actions to help SME first-time registrants

At the end of 2017, the Directors’ Contact Group (DCG) published its recommendation of four actions to ease the cost burden on first-time registrants for accessing data and the joint submission for their REACH 2018 registration.

ECHA to propose restrictions on the use of oxo-plastics and microplastics

Following the requests from the European Commission, ECHA has started to prepare restriction proposals for oxo-plastics and for intentionally added microplastic particles to consumer or professional use products of any kind.

Restriction intentions and call for evidence

Three new intentions have been published:
  • formaldehyde and formaldehyde releasers (EC -);
  • calcium cyanamide (EC 205-861-8);
  • substances meeting the classification criteria as skin sensitisers and skin irritants (EC-).
In addition, ECHA is inviting interested parties to submit any information related to formaldehyde and formaldehyde releasers (EC -) to help with the preparation of the dossier. This call for evidence consultation is open until 11 April 2018.

Restriction List updated

The European Commission has decided to amend Annex XVII to REACH to include the substances octamethylcyclotetrasiloxane (D4) (EC 209-136-7; CAS 556-67-2) and decamethylcyclopentasiloxane (D5) (EC 208-764-9; CAS 541-02-6).

New intention to identify a substance of very high concern

A new intention for identification as a substance of very high concern has been received for disodium octaborate (EC 234-541-0; CAS 12008-41-2).

The proposal for tricobalt tetraoxide containing ≥ 0.1 % w/w nickel oxides (EC 215-157-2) has been withdrawn.

Authorisations granted for various uses of three substances

The European Commission has granted authorisations for the uses of three substances. The substances with review period dates given in brackets are:
  • sodium dichromate (EC 234-190-3) - Gruppo Colle s.r.l. (15 December 2021);
  • 1,2–dichloroethane (EDC) (EC 203-458-1) - GE Healthcare Bio-Sciences AB (22 November 2029);
  • ammonium dichromate (EC 232-143-1) - Veco B.V. (21 September 2024).
A total of 110 authorisations have been granted to date.

Summary of the decisions of the European Commission

Use of bisphenol-A and its alternatives in thermal paper in the EU 2014-16

Based on the European Commission’s request, ECHA surveyed manufacturers selling thermal paper in the EU on the use of bisphenol-A, bisphenol-S and other developers. The European Thermal Paper Association (ETPA) as well as most non-ETPA manufacturers provided such
information. The results are presented in the survey summary.

The survey will continue and the summary report will regularly be updated.

Workshop: EUSES update needs - last chance to register
10-11 April 2018, Helsinki

ECHA will organise a workshop on the European Union System for the Evaluation of Substances (EUSES) update needs. The workshop will provide a platform for regulators, industry, academia and other stakeholders of REACH and the Biocidal Products Regulation to address the needs for an update of EUSES and on the means to do so. The deadline for expressing your interest has been extended until 19 January 2018.

ECHA launches a targeted consultation on the harmonised classification and labelling of MCPA-thioethyl

The proposal for the harmonised classification and labelling (CLH) of MCPA-thioethyl (CAS 25319-90-8), submitted by Poland, was subject to a public consultation which ended on 7 April 2017.

During its December 2017 meeting, the Committee for Risk Assessment (RAC) could not conclude on the hazard classes specific target organ toxicity - repeated exposure (STOT RE) and reproductive toxicity.

The purpose of this targeted public consultation is to receive information and comments on the STOT - RE and reproductive toxicity hazard classes of MCPA-thioethyl based on the initial CLH report and the comments received, as well as on the seven additional studies not or only partially included in the initial CLH proposal. Comments on the relevance of the findings and the quality of these studies are highly appreciated.

We invite all interested parties to submit comments using the web form by 31 January 2018, 23:59 Helsinki time (EET).

Consultation on harmonised classification and labelling

ECHA is looking for comments on the harmonised classification and labelling proposals for iprovalicarb (ISO); isopropyl [(2S)-3-methyl-1-{[1-(4-methylphenyl)ethyl]
amino}-1-oxobutan-2-yl]carbamate
(EC -; CAS 140923-17-7). It is an active substance (fungicide) used in plant protection products with no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on all physical, human health and environment hazard classes except respiratory sensitisation, aspiration hazard and hazardous to the ozone layer.

The deadline for comments is 19 March 2018, 23:59 Helsinki time (EET).

Plastic converters use map now available

The use map of the association of European plastics converters (EuPC) is now published in the use map library on our website and also available in Chesar format. In addition, EuPC provides a guidance document and a tool to derive conditions of use for the workers assessment. Registrants supplying to this sector are invited to use the information to prepare their 2018 registrations or improve their existing registration dossiers.

Concawe's specific consumer exposure determinants for the use of fuels now available

Concawe has updated its specific consumer exposure determinants (SCEDs). They are now available in the use maps library on our website and also in Chesar format. A handbook containing supporting explanations is provided as well. Registrants supplying substances for this use are invited to use the information to prepare their 2018 registrations or improve their existing registration dossiers.
