National Inspectorates - Latvia

Responsibility for the implementation of REACH, CLP, Biocides, POP and PIC in Latvia is divided between six ministries: Ministry of Health, Ministry of Welfare, Ministry of Environmental Protection and Regional Development, Ministry of Finance, Ministry of Economics and Ministry of Agriculture.

Competence of State Institutions

  1. Health Inspectorate (Ministry of Health)  shall control the chemical substances, mixtures and biocidal products placement on the market (marketed and distributed) as well as supervise their conformity with the regulatory enactments in the field of human life and health protection
  2. State Labour Inspectorate (Ministry of Welfare) shall control activities with chemical substances, mixtures, chemical substances in articles and biocidal products in the working environment and shall supervise the conformity of such activities with legislation and other regulatory enactments in the field of protection of life and health of the employees
  3. State Environmental Service (Ministry of Environmental Protection and Regional Development) shall control activities with chemical substances, mixtures, chemical substances in articles, processed articles and biocidal products in manufacturing and professional use and shall supervise the conformity of such activities with legislation and other regulatory enactments in the field of environmental protection
  4. Imported dangerous chemical substances and dangerous mixtures which are subject to special restrictions or prohibitions as well as construction preparations containing such dangerous chemical substances shall be controlled on the State (customs) border by the customs authorities of the State Revenue Service (Ministry of Finance)
  5. The Consumer Rights Protection Centre (Ministry of Economics) shall control the chemical substances in articles in accordance with Regulation 1907/2006 and the processed articles, except processed articles in the food handling and veterinary field and processed articles which are substances and mixtures, in accordance with Regulation 528/2012
  6. The Food and Veterinary Service (Ministry of Agriculture) shall control biocidal products and processed articles in the food handling and veterinary field by controls laid down in legislation and regulations in accordance with Regulation 528/2012
