As the test substance could not be ignited but melted and showed a change in colour it is cosidered as non-flammable.
Executive summary:

The determination of the flammability of the test item PM-6976 was performed in accordance with the EEC Directive 92/69 EEC, A.1O “Flammability (solids)” (1992) and GLP. As ignition source the flame of a gas-burner was used. In contact with the flame for 2 minutes, the test substance melted and changed its colour from light yellow to dark brown and could not be ignited. In conclusion, PM-6976 is not “highly flammable” according to the criteria of the directive.
