Please be aware that this old REACH registration data factsheet is no longer maintained; it remains frozen as of 19th May 2023.
The new ECHA CHEM database has been released by ECHA, and it now contains all REACH registration data. There are more details on the transition of ECHA's published data to ECHA CHEM here.

- Endpoint:
- oxidising liquids
- Type of information:
- other: Expert Statement
- Adequacy of study:
- key study
- Study period:
- 2018
- Reliability:
- 2 (reliable with restrictions)
- Rationale for reliability incl. deficiencies:
- other: Short expert statement referencing a procedure designed to be compatible with Method A.21 Oxidising Properties (Liquids) of Commission Regulation (EC) No 440/2008 of 30 May 2008.
- Qualifier:
- no guideline followed
- Principles of method if other than guideline:
- Expert Statement.
- GLP compliance:
- no
- Specific details on test material used for the study:
- - Batch No.of test material: 20141015
- Purity: 99.35%
- Expiration date of the lot/batch: January 2019
- Stability under test conditions: Room temperature - Key result
- Parameter:
- other: theoretical basis
- Remarks on result:
- other: no oxidising properties
- Interpretation of results:
- GHS criteria not met
- Conclusions:
- On the basis of the exercise, the material should be considered as not oxidising and should not be subjected to experimental testing. The material meets all criteria for exemption from testing and has a structure not at all conducive with that required to exhibit oxidising tendencies.
- Endpoint:
- oxidising liquids
- Data waiving:
- study scientifically not necessary / other information available
- Justification for data waiving:
- the study does not need to be conducted because there are no chemical groups present in the molecule which are associated with oxidising properties and hence, the classification procedure does not need to be applied

Examining the structural formula, the following observations can be made:
- The molecule does not contain functional groups imparting oxidising properties.
- Oxidising properties can exist when:
- the electronegative atoms which are present constitute a high proportion of the molecule and are bound to elements in a high oxidation state. In the case of JEFFSOL® AG 1700 the proportion of electronegative atoms in the molecule is low (2 oxygen atoms out of an overall atom count of 27). Both oxygen atoms are bound to carbon atoms.
- the electronegative atoms are bonded to each other or to other electronegative elements such as iodine, nitrogen, sulphur or phosphorus. In the case of JEFFSOL® AG 1700, the electronegative atoms are not bound to one another, nor to any other electronegative elements.
Assessment against these two criteria indicates strongly that the molecule will not have oxidising properties.
Description of key information
The substance was concluded to be non-oxidising based on its chemical structure in an Expert Statement (Dekra, 2018). There are no chemical groups present in the molecule which are associated with oxidising properties.
Key value for chemical safety assessment
- Oxidising properties:
- non oxidising
Additional information
Justification for classification or non-classification
The test substance is not to be classified for oxidising properties.
