Explanation for the modification of the dose descriptor starting point:

A DNEL for acute toxicity has not been derived, because no high peak exposure is foreseen. However, given that in general N(L)OAELs in toxicity studies decrease with increasing exposure duration, a DNEL based on a N(L)OAEL from a long-term exposure study will generally be lower than a DNEL based on a N(L)OAEL from an acute toxicity study. Thus, a long-term DNEL will be the lowest DNEL, covering also shorter exposures. Therefore the long-term DNEL is considered sufficient to protect also from acute toxicity hazards.

According to human observations, AITC resulted a respiratory sensitizer and no threshold concentration could be derived, therefore exposure of workers should be avoided.
