The registration substance is a multi-constituent substance with main constituents Diethanolamine ca. 40 %, Bisphenol A ca .15 %, Mannich Base 1 ca. 26 %, Mannich Base 2 ca. 13 % and Mannich Base 3 ca. 1.5 % as a minor constituent. It is scientifically not reasonable to perform a water solubility test, because the water solubility of the main constituents Diethanolamine und Bisphenol A is well known and published. Furthermore the constituents Mannich Bases undergo decomposition and back reaction in water as examined in a hydrolysis study (Currenta, Neuland, M. study no. 2014/0016/13.)

The water solubility of Diethanolamine is known to be 1000000 mg/L at 20 °C (Dow Chemical, 1980 as cited in HSDB).The water solubility of Bisphenol A is well examined and determined to be 300 mg/L in EU Risk Assessment Report (Bisphenol A, 2010; Shareef, A et al. 2006). The water solubility values at 25 °C of Mannich Base 1 (10990 mg/L), Mannich Base 2 (12130 mg/L) and Mannich Base 3 (3160 mg/L) were calculated with WSKOWWIN v.1.42.

Ca. 40 % of the registration substance is hydrolytically not stable (Mannich Bases) but the water solubility can be calculated. The water solubility of Diethanolamine (ca.40 %) und Bisphenol A (ca.15 %) is well known and suitable for chemical safety assessment. Therefore no water solubility test was performed.

Based on the composition a weighted average value for the water solubility (423539 mg/L at 25 °C) of the test item was derived as key value for chemical safety assessment. The registration substance is considered to be very soluble.
