Conclusions:
TFEE-5 does not have surfactant properties
Executive summary:

Surface tension of a water solution of TFEE-5 was measured using a ring apparatus according to OECD115 and EU Method A.5. A solution was made by stirring TFEE-5 for 96-hours, with undissolved material remaining after stirring. This solution was diluted to 90% for the test. Average surface tension measured at 20 ± 0.5 °C was 71.17 mN/m. TFEE-5 has no surfactant properties.

The test was conducted under OECD guidelines and was GLP-compliant. Saturation was assumed but cannot be guaranteed by the stirring method used. However, this test may be adapted according to column 2 of Annex VII due to water solubility. Therefore, this study is reliable with restrictions.
