Barium nitrate (analytical grade) was used as reference item. The mixture which had the maximum burning rate was a mixture with 50 % barium nitrate by weight.
In a preliminary test the dried test item / cellulose mixture (2/1) was formed into a small cone-shaped pile and was ignited. The mixture burned evenly. As the result was open to doubt a full test was performed.
Test item – cellulose mixtures in 10 %
increments were tested. The mixture consisting of 10 % to 90 % test item
did burn evenly.
The test was repeated for each of the three mixtures giving the fastest
burning rates. Test item cellulose mixtures consisting of 60% to 80%
test item were tested. Each mixture burned evenly. The highest value of
the burning rate of 4.35 mm/sec was found for the mixture consisting of
80 % test item and 20 % cellulose. However differences in burning rates
of the other mixtures were small.
To ensure that no false positive results were observed the test was repeated using kieselguhr as inert substance in place of cellulose. The mixtures consisting of 60 % and 70 % test item and 40% and 30 % kieselguhr burned as well evenly with a maximum burning rate of 2.11 mm/sec. And the mixture consisting 80 % test item and 20 % kieselguhr did not burn over 200 mm.

- According to the criteria described in the guideline a substance is considered as an oxidizing substance when in the preliminary test a vigorous reaction is observed or when in the main test the maximum burning rate of the mixtures tested is higher than or equal to the maximum burning rate of the reference mixture.
In the preliminary test the reaction of the test item was not vigorous. In the full test the observed burning rate of the test item mixture was greater than that of the reference mixture. In a repeated test using Kieselguhr as inert substance the reaction was as well positive. This indicates the result being false positive.
Based on the results of this study the test item is not to be considered as an oxidizing substance. - Executive summary:
