The SCIP prototype is available to support duty holders who want to get familiar with preparing SCIP notifications and test the submission functionalities before the process officially starts at the end of October 2020.
ECHA has established a harmonised IUCLID format for preparing SCIP notifications. More information about the SCIP IUCLID format is available on the dedicated SCIP format web page.
The prototype contains three different elements:
- Data preparation in IUCLID.
- Data submission in the ECHA Submission portal.
- Material for system-to-system submission of data.
In the beginning, the SCIP notification prototype will only be made available in IUCLID Cloud and distributed in the ECHA Cloud services. The IUCLID 6 Server and Desktop versions will be updated with the SCIP notification prototype features in the April IUCLID release.
To access the SCIP prototype, each company needs a valid ECHA account and a subscription to the IUCLID Cloud service. A subscription is subject to the acceptance of dedicated terms and conditions, see EN version of the IUCLID Cloud Terms and Conditions.
The roles needed to access the IUCLID Cloud and the ECHA Submission Portal will be given automatically to new users. Existing users need to acquire the user role ‘IUCLID Full Access’ to access the IUCLID Cloud and the user role ‘Submission Portal Manager’ for access to the ECHA Submission Portal. The ECHA Submission Portal is an online tool to submit information according to the harmonised format. The SCIP database prototype will use a specific test Submission Portal, as all the SCIP notifications submitted using the prototype will be considered test data and will be deleted. Please note that the use of the specific test Submission Portal will be subject to the acceptance of dedicated terms and conditions, see EN version of ECHA Submission Portal Terms and Conditions.

The system-to-system service (S2S) is available to support companies who wish to prepare and submit a SCIP notification dossier in an automated way.
Under the S2S service, a company can create a SCIP notification dossier directly from their own systems, using the harmonised IUCLID SCIP notification format. The SCIP format and the accompanying practical and technical documentation can be found on the dedicated SCIP format web page.
An automatic S2S transfer allows companies that have created SCIP notification dossiers in their own systems to submit their notifications to the ECHA Submission Portal. Please note that the use of the specific test Submission Portal will be subject to the acceptance of dedicated terms and conditions, see EN version of ECHA Submission Portal Terms and Conditions.
