Phosgene readily reacts with water and hydrolyzes very rapidly. Data from numerous handbooks
report that phosgene hydrolyzes rapidly in aqueous solutions to carbon dioxide and hydrochloric
acid. The half-life in water has been estimated at 0.026 seconds (Manogue and Pigford, 1960),
which precludes accurate estimates of water solubility.
