Justification:

ASSESSED SUBSTANCE

The registration substance is a reactive substance (strong electrophile) which is rapidly hydrolyzed under environmental conditions (Half-life at 15 deg C 6-82 min pH 9, 4 and 7 respectively, see IUCLID Chapter 5.1.2). As tests on biodegradation (for Persistence Assessment), Bioaccumulation in Fish (for B Assessment) und aquatic ecotoxicity (T Assessment) are carried out in water where rapid hydrolysis will occur, it is most appropirate to assess the hydrolysis product Tripropenyl succinic acid (TPSA) (CAS No. 147384-84-7) in the PBT Assessment.

PERSISTENCE ASSESSMENT

TPSA is not readily and not inherently biodegradable (IUCLID Chapter 5.2.1). Therefore the 'vP' criteria of the vPvB / PBT Assessment is fulfilled.

BIOACCUMULATION ASSESSMENT

TPSA has a measured Log Kow of 2.8 (see IUCLID Chapter 4.7).Therefore the 'B' criteria for the vPvB / PBT Assessment is not fulfilled.

TOXICITY ASSESSMENT

The hydrolysis (transformation) substance TPSA has a low acute and chronic aquatic ecotoxicity (LC50, EC50, EC10 and NOECs are all > 1 mg/L). But the registration substance Tripropenyl succinic anhydride is classified for chronic health effects under CLP 1272/2008/EC STOT Rep. Exp. 2 (see IUCLID Chapter 2.1) and under DSD 67/548/EEC Xn, R48/22 (see IUCLID Chapter 2.2). Therefore the 'T' criteria for the vPvB / PBT Assessment is fulfilled.
