The molecule does not contain fluorine or chlorine other than oxidation state (-1), and only contains oxygen atoms bonded to carbon.

Comparison of the functional groups listed in the ECHA guidance on CSA, Chapter R.7a, May 2008, Table R.7.1-29, with the chemical structure indicates no functional groups which have been associated with oxidising properties.

As a result, and according to Regulation (EC) No. 1907/2006, Annex VII, 7.13, column 2, testing for this endpoint is considered to be unnecessary based on the chemical structure.

Justification for classification or non-classification

The substance is not considered oxidising according to the criteria given in test method A17, Oxidising Properties (Solids), section 1.1, paragraph 2 (examination of the chemical structure) in Regulation (EC) No. 440/2008. As a result 2 -chlorobutane does not meet the criteria for classification under Directive 67/548/EEC, as amended for the 28th time in Directive 2001/59/EC, Annex VI, 2.2.2.


According to the additional criteria for classification under Regulation (EC) No. 1272/2008, Annex I, part 2, 2.14.4, if the molecule does not contain oxygen, fluorine or chlorine (in oxidation state other than -1), or contains these atoms only bonded to carbon or hydrogen, then testing is not required. As a result, this substance does not meet the criteria for classification under Regulation (EC) No. 1272/2008.
