The test item is an organic compound which contains oxygen and chlorine. Therefore the second criterion of the Orange Book has to be applied. The test item contains oxygen and chlorine and these elements are chemically bonded only to carbon or hydrogen. Therefore the classification procedure using experimental testing need not be applied.

Additionally, it can be stated that the oxygen balance of the test item is negative as calculated based on the UN Recommendations on the Transport of Dangerous Goods. In principle this means, that there is a surplus of carbon atoms for a complete reaction according to the following reaction scheme:

CxHyOz + [x + (y/4) – (z/2)] · O2 → x · CO2 + (y/2) · H2O

where CxHyOz is the test item.

Applying the internationally recognized UN Recommendation criteria, the test item is found to be non-oxidizing and therefore is not to be tested experimentally for the classification under division 5.1 as oxidizing substances. Thus it can be concluded beyond a reasonable doubt that the test item is not capable of causing fire or enhancing the risk of fire when in contact with combustible material.
