Conclusions:
The surface tension of a test solution at 90% saturation in water has been determined to be 44.4 mN/m at 20.0 ± 0.5 °C. However, this result is considered to be the result of surface active impurities leading to false-positive surface tension measurement (based on the observation of a corresponding critical micelle concentration determination that observed that the test substance is not surface active up to the concentration slightly above the water solubility). The test substance is considered not to be surface-active.
Executive summary:

The surface tension was determined using the ring method of EU Method A.5 and OECD 115. Substances showing a surface tension lower than 60 mN/m under the conditions of this method, should be regarded as being surface active. The surface tension of a test solution at 90% of the test substance saturation solubility in water has been determined to be 44.4 mN/m at 20.0 ± 0.5 °C. According to this, the test substance should be considered to be a surface-active. Based on the results obtained during the determination of the critical micelle concentration determination; it was observed that the test substance is not surface active up to concentrations slightly above water solubility. Therefore, the test substance is considered to be not surface active and the results of the 90% saturated solution from a nominal concentration of 1 g/L is considered to be a false positive caused by surface active impurities in the test substance with a high water solubility.
