The adverse effects associated with the test substance were observed as transient or temporary impact on the central nervous system. The resulting symptoms were temporary convulsions and related central nervous system effects. These observations support the basis for treating all adverse effects (whether observed during acute or repeated inhalation exposures) as acute. The central nervous system effects behave in a concentration dependent manner, and do not increase in severity or occurrence with increasing time or repeated inhalation exposures. These observations are relevant for any hazard/risk assessment, since they demonstrate that the observed toxicity is associated with a concentration threshold, and is consistent across acute and repeated exposures. The NOAEL and LOAEL for neurotoxicity across the entire spectrum of acute and repeated inhalation exposures were 15463 and 20618 mg/m3, respectively.

Justification for classification or non-classification

Based on the high exposure concentrations necessary to produce adverse effects, and the observations during the acute and repeated exposure inhalation exposures, the substance does not need to be classified for neurotoxicity or specific toxicity according the EU Directive 67/548/EEC and EU Classification, Labelling and Packaging of Substances and Mixtures (CLP) Regulation (EC) No. 1272/2008.
