2-Chloropropionic acid is not flammable

Additional information

The IUCLID 4 Dataset end point reports this substance to be flammable. It also adds that 2-Chloropropionic acid must be heated before it can be ignited, which is not a standard test for flammability.

2-Chloropropionic Acid is a liquid at standard temperature and pressure - see sections 4.1, 4.2 and 4.5 of the IUCLID 4 dossier, therefore the only appropriate text for flammability is whether it ignites on contact with water or air. This is not the case.

The flash point is reported to be >100 degrees C (see section 4.11). Therefore 2-Chloropropionic acid is not classified as flammable, since the flash point result does not meet the classification criteria for a flammable liquid.

Justification for classification or non-classification

2-Chloropropionic Acid is a liquid at standard temperature and pressure - see sections 4.1, 4.2 and 4.5

The conventional methods utilised for this end point are :-

EEC A10    Flammability (Solids), This test is only applicable to powdery, granular or paste-like substances. Therefore is not applicable to 2 -Chloropropionic Acid.

EEC A11    Flammability (Gases). This test relates to the flammability of gases when mixed with air (in varying concentrations) at 20 degrees C when an electric spark is applied. This test is not applicable to 2-Chloropropionic Acid.

EEC A12      Flammability (contact with water). This method is applicable to solids and liquids, to determine whether the reaction of a substance with water can lead to dangerous amounts of flammable gas. 2-Chloropropionic Acid is miscible with water - see section 4.8. It can therefore be concluded that no reaction occurs on contact with water and 2-Chloropropionic acid does not release dangerous amounts of flammable gas on contact with water. No classification with regards to flammability on contact with water is required.

EEC A13      Pyrophoric properties of solids and liquids. This test procedure is applicable to solid or liquid substances, which, in small amounts, will ignite spontaneously a short time after coming into contact with air at room temperature (circa 20 °C). Experience shows 2-Chloropropionic Acid demonstrates no pyrophoric properties.

OPPTS 830.6315      It is recognised and acknowedged that for liquid substances the flash point shall be used to determine the combustibility or flammability of the respective substance. For 2 -Chloropropionic Acid the flash point is determined to be >100 degrees C (see section 4.11) and thus this substance is not considered to be flammable.

Based on all the above standard tests 2-Chloropropionic acid does not meet the classification requirements for a flammable liquid.
