An assessment of the molecular structure (functionality) of Alfalfa, ext. and its extraction process was undertaken in order to identify the potential presence of functional groups within the substance that are commonly associated with oxidising potential. Such structural motifs that are linked to oxidising behaviour include halide-oxygen groups, nitrogen-oxygen groups, and some metal-oxygen complexes. A screening procedure was implemented according to CLP Regulation (EC) No 1272/2008 and the REACH regulation (EC) No 1907/2006.

Following an expert review of the molecular structure (functionality) of Alfalfa, ext., it was concluded that the registered substance does not possess oxidising potential given a lack of identified structural motifs that are commonly associated with oxidising behaviour, therefore, it does not require classification as an oxidising agent according to the criteria set in CLP Regulation (EC) No 1272/2008.
Executive summary:

An expert assessment was performed to assess the oxidising potential of Alfalfa, ext. This was achieved by evaluating the molecular structure and functionality of the registered substance and the extraction process from alfalfa leaf. Relevant guidance within the CLP Regulation (EC) No. 1272/2008 and the REACH Regulation (EC) No 1907/2006 was referred to in order to develop a screening procedure for the identification of structural motifs that are commonly associated with oxidising behaviour, such as halide-oxygen groups, nitrogen-oxygen groups, and some metal-oxygen complexes. It was determined that, although Alfalfa, ext. is expected to contain halogens, nitrogen, metals, and oxygen, these are not contained within chemical groups that are considered to be associated with oxidising properties. It is subsequently possible to conclude that Alfalfa, ext. is non-combustible and is not expected to yield oxygen, cause, or contribute to, the combustion of other material. Given a lack of oxidising potential, the Alfalfa, ext. does not require classification as an oxidising agent (CLP Regulation (EC) No 1272/2008).
