Justification for classification or non-classification

According to the CLP Regulation (EC 1272/2008), an oxidising solid means a solid substance or mixture which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material. An oxidising solid shall be classified in one of the three categories for this class using UN RTDG test O.1 (Part III, sub-section 34.4.1 of UN Recommendations on the Transport of Dangerous Goods, the Manual of Tests and Criteria). The test item-cellulose mixture could not sustain a burning reaction, therefore no oxidizing properties were found.
