Executive summary:

To determine the oxidising potential of phosphoric acid, 2-ethylhexyl ester, compd. with 2,2'-iminobis[ethanol], an expert assessment was performed based on the molecular structure and functionality of the substance. A screening procedure was adopted to assess oxidising properties that was based on Section 7.13, Annex VII of the REACH regulation (EC) No. 1907/2006 and Section 2.13.4.1 of the CLP Regulation (EC) No. 1272/2008. The constituents present within phosphoric acid, 2-ethylhexyl ester, compd. with 2,2’-iminobis[ethanol] are organic and contain predominantly hydrocarbon, alkylphosphate, ammonium, and hydroxyl moieties. Phosphoric acid, 2-ethylhexyl ester, compd. with 2,2’-iminobis[ethanol] contains oxygen atoms that are present as alkylphosphate and alcohol functional groups. As all the oxygen present are bound to carbon, hydrogen, and phosphorus, the registered substance need not be considered as conferring oxidising properties. No identified constituent contains fluorine or chlorine atoms. Furthermore, the raw materials used to manufacture the substance do not contain oxidising functionalities within them and, therefore, such functionalities would not be introduced into the final product. According to this endpoint assessment, phosphoric acid, 2-ethylhexyl ester, compd. with 2,2’-iminobis[ethanol], is not expected to possess oxidising properties.
