Justification for classification or non-classification

According to CLP regulation, Annex I, "For organic substances or mixtures the classification procedure for this class shall not apply if:

(a) the substance or mixture does not contain oxygen, fluorine or chlorine; or

(b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen."

This applies to the submission substance. Without further experimental data it may therefore be concluded that the substance is non oxidising.
