Based on the chemical structure, the substance is expected to be incapable of reacting exothermically with combustible materials: the substance contains oxygen chemically bonded only to carbon or hydrogen.

Justification for classification or non-classification

According to the CLP Regulation (EC) No 1272/2008, section 2.14, oxidising solids means a solid substance or mixture which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material.

For organic substances or mixtures the classification procedure for this class shall not apply if the substance contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.

Fluorescent Brightener 367 contains oxygen atoms, which are chemically bonded only to carbon or hydrogen, therefore, the classification procedure does not apply.
