Justification for classification or non-classification

According to Regulation (EC) 1272/2008, Annex I, section 2.6, "Flammable liquid means a liquid having a flash point of not more than 60 °C". The flash point (IUCLID section 4.11 , CSR section 1.3), 168°C, is higher than this value and so the substance should not be classified as a flammable liquid.
