The substance is incapable of reacting exothermically with combustible materials on the basis of the chemical structure:

- The organic submission substance does contain oxygen or halogen atoms but these elements are chemically bonded not to nitrogen or oxygen;

- The oxygen balance of the submission substance is negative. This means that there is a surplus of carbon atoms. Therefore, it can be concluded beyond any reasonable doubt that the submission substance is incapable of causing fire or enhance the risk of fire when in contact with combustible material.

No classification requirements do exist for the submission substance with regard to oxidising properties, based on structural considerations.
