Imidoxim was not sensitive to detonative shock, did not show effects on heating under confinement and was also unable to deflagrate according to the acceptance procedure for "Class 1 explosives". Therefore Imidoxim has to be classified as not explosive.
Executive summary:

The Differential Thermal Analysis (DTA) measurement was carried out as stipulated in UN-MTC (Part III, sub-section 20.3.3.3 Thermal stability and exothermic decomposition energy). At a heating rate of 3 K/min, an exothermic reaction started at 183 °C with a heat release of about 920 kJ/kg. Based on this thermal behavior it was expected that the substance could be explosive. Because the oxygen balance was -195.5, testing according to UN-MTC test procedure was necessary. Investigations of explosive properties were performed according the UN-Standard ‚Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria‘ (Rev.6, 2015). In the Trautzl-test Imidoxim had an explosive power under high confinement. Therefore the acceptance procedure for “Class1 explosives” needed to be applied (UN GAP-, Koenen- and the Time/Pressure Test). Imidoxim was not sensitive to detonative shock or did show effects on heating under confinement. Imidoxim was also unable to deflagrate. The results lead to the conclusion that Imidoxim is not “Class 1 explosive” solid. Therefore Imidoxim has to be classified as not explosive.
