Justification for classification or non-classification

According to the definition set out in the CLP Regulation (EC 1272/2008) oxidising solid means a solid substance or mixture which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material. A specific study has not been conducted on the substance in itself but based on the oxygen balance the substance is incapable of reacting exothermically with combustible materials, therefore no classification as oxidising is warranted.
