JUSTIFICATION FOR DATA WAIVING
According to ECHA Guidance on the Application of the CLP Criteria (v4.1, June 2015, §2.11.4.2.), the phenomenon of self-heating generally applies only to solids. The surface of liquids is not large enough for reaction with air and the test method (UN N4) is not applicable to liquids. Therefore liquids, unless adsorbed, are not classified as self-heating substances.
Moreover, nor the major component nor impurities contain metals, which are typically self-heating substances.

Description of key information

Flash point = 45°C (experimental).

The test item is classified as flammable liquid according to Regulation (EC) 1272/2008 (CLP regulation) - See endpoint 4.11.

Based on the chemical structure of the known constituents of the substance and experience, no flammable properties are anticipated if contact with air or water, therefore studies were deemed unnecessary.

Additional information

As the substance is a liquid, the relevant test for flammable properties is the flash point measurement. A reliable experimental study is presented under point 4.11.

Based on the chemical structure of the major constituents of the substance and experience, no flammable properties are anticipated if contact with air or water, therefore studies were deemed unnecessary.

Justification for classification or non-classification

According to Regulation (EC) No.1272/2008 criteria, the measured flash point is below the threshold value of 60°C, therefore the substance is considered as a flammable liquid (cat 3).

According to UN Globally Harmonised System (GHS) criteria, the measured flash point is between 23 -60°C, therefore the substance considered as a flammable liquid (cat 3).

 

Based on the chemical structure of the major constituents of the substance and experience in handling and use of the substance, no flammable properties are anticipated if contact with air or water, therefore studies were deemed unnecessary in accordance with section 1 of REACh Annex XI.

Finally considering that the substance is a liquid, no classification as self-heating substance is anticipated.
