Justification:

The PBT Assessment for Reaction mass of 1,1'-(isopropylidene)bis[3,5-dibromo-4-(2,3-dibromo-2-methylpropoxy)benzene] and 1,3-dibromo-2-(2,3-dibromo-2-methylpropoxy)-5-{2-[3,5-dibromo-4-(2,3,3-tribromo-2-methylpropoxy)phenyl]propan-2-yl}benzene is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2014).

Persistence

Based on screening criteria, Reaction mass of 1,1'-(isopropylidene)bis[3,5-dibromo-4-(2,3-dibromo-2-methylpropoxy)benzene] and 1,3-dibromo-2-(2,3-dibromo-2-methylpropoxy)-5-{2-[3,5-dibromo-4-(2,3,3-tribromo-2-methylpropoxy)phenyl]propan-2-yl}benzene is not readily or inherently biodegradable. This was shown in two studies according to OECD 301 F and OECD 302 (0% based on O2 consumption after 28 d). Thus, the substance meets the screening criterion for persistence and is considered to be persistent (P) or very persistent (vP).

Bioaccumulation

Low BC factors were determined for Reaction mass of 1,1'-(isopropylidene)bis[3,5-dibromo-4-(2,3-dibromo-2-methylpropoxy)benzene] and 1,3-dibromo-2-(2,3-dibromo-2-methylpropoxy)-5-{2-[3,5-dibromo-4-(2,3,3-tribromo-2-methylpropoxy)phenyl]propan-2-yl}benzene by a study and QSAR calculations. Furthermore, the substance has a very high log Kow of 10.1 and a high molecular weight of 971.68 g/mol, which indicates a low bioconcentration potential in organisms due to low bioavailability. The toxicokinetic assessment additionally states low bioaccumulative potential both by the oral and the dermal route.

Based on all these information, the substance does not meet the screening criterion for bioaccumulation and is not considered to be bioaccumulative (B) or very bioaccumulative (vB).

Toxicity

Long-term toxicity testing with Daphnia magna resulted in a NOEC of ≥ 10 mg/L (OECD 211). Moreover, the substance is not classified according to Directive 67/548/EEC and Regulation (EC) No. 1272/2008 (8th ATP). Thus, the criteria set out in Annex XIII of Regulation (EC) No. 1907/2006 are not met and the substance is not considered to meet the T criterion.
