Justification for classification or non-classification

According to the definition set out in the CLP Regulation (EC n. 1272/2008) An explosive substance or mixture is a solid or liquid substance or mixture of substances which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases. The substance contains chemical groups associated with explosive properties, but the exothermic decomposition energy is less than 500 J/g (37.9 J/g) and the onset of exothermic decomposition is below 500 °C (309.8 °C). The oxygen balance it is negative.

In conclusion, the substance can be considered as non explosive, according to the CLP Regulation (EC 1272/2008).
