The test method is designed to measure the potential for a solid test substance to increase the burning rate or intensity of a combustible substance. The test substance was mixed with dry fibrous cellulose. The burning characteristics were compared with standard mixtures of potassium bromate and cellulose. The assessment was then used to assign a Packing Group to the test substance.

Since the substance samples did not burn to completion and therefore exceeded the burning time of the 3:7 ratio of the reference substance, the test substance should not be classified as a United Nation class 5.1 oxidizer by test 0.1 tests for oxidizing solids.
