According to ECHA's "Guidance on information requirements and chemical safety assessment, Chapter R.7a: Endpoint specific guidance", measurement of self ignition temperature on liquids can be waived if the substance is a liquid with a flash point above 200°C. Measurement of flash point is being waived as titanium oxychloride is inorganic (acc. to column 2 of the table given in REACH Annex VII, see respective endpoint entry), thus the endpoint auto flammability likewise is not applicable to the substance.
