The substance (2-hydroxyethyl methacrylate) has a log Pow value that is less than 3 (log Pow = 0.42), has a low potential for adsorption or binding to organic matter (no dissociable group; estimated Koc of 42.7) and is readily biodegradable. The distribution modeling (Mackay level III fugacity modeling) indicates that when 2-hydroxyethyl methacrylate is released to water, most of the substance will remain in water. If released to air, most of the substance will be transported to water and soil. If released to soil, most of the substance will remain in soil with a portion transported to water. In both the aquatic and soil compartments it is anticipated that HEMA will biodegrade rapidly and thus persistence in the aquatic and soil compartments is not anticipated. The predicted no effect concentration (PNEC) for soil was derived from the PNEC for freshwater using the equilibrium partitioning method. Using the PNECsoil value that was calculated using the equilibrium partitioning method, the risk characterization shows that the PEC/PNECsoil ratio for the aquatic environment is <1, indicating testing of effects on terrestrial organisms can be waived for 2-hydroxyethyl methacrylate.

Assessing the toxicity of 2-hydroxyethyl methacrylate to birds is not necessary since a large mammalian data set is available. This data set documents the effects of 2-hydroxyethyl methacrylate on terrestrial vertebrates. In addition, since 2-hydroxyethyl methacrylate is readily biodegradable and has a very low potential for bioaccumulation, secondary poisoning is not considered a relevant route of exposure for birds. If necessary, the available mammalian data can be used in place of bird toxicity studies to develop a PNECoral for secondary poisoning.
